If this is only going to be approved as a Committee Specification Draft, you don't have to do anything with it at all. However, here is some proposed wording that I think captures what you described on the call and would be more clear for public review purposes. I'm happy to kick this around and fine-tune it.

This edition of the OASIS PLCS standardizes the components described below. Not every implementation will use all the components however implementations must conform to those components used as specififed in the following sections.

The PLCS Platform Specific Model (PLCS PSM) is used as the data exchange form for all DEXs. The PLCS PSM is represented in EXPRESS, SysML and XML Schema. EXPRESS and SysML are provided for exlpanatory purposes. Implementations must conform to the XML Schema.

Reference data provides a tailorable vocabulary that adds business specific semantics to the information model. The Reference Data is represented in OWL. Implementations must conform to one of the two ontologies. The following OWL ontologies are standardized.
