This patch adds the partial support for the planner interface to the VFH driver. Obviously full support is not applicable as VFH is not a path planning algorithm. However it can navigate to a goal and knows when it arrives there, which the position2d interface has no way of reporting (whereas planner supports the path_done value).
Also this allows VFH to be used in place of another Planner for testing.
