Stage robots don't support position control (which is what you're
describing). They only support velocity control. To do position control
you have to write some kind of controller in your client program which
monitors the robot's current pose and sends appropriate velocity commands
to bring it to the target pose.
Simple proporitional control should be sufficient for this purpose,
especially in Stage, which doesn't model dynamics.
