I've actually been having the same issue.
One thing that you have to consider is how your camera is connected. If you
are running the composite (standard video) cable to a capture card then you
are not actually interfacing with the VCC4 but the capture card. I'm not
sure but I think you want to use this driver in that case:
I'm pretty sure that the canonVCC4 driver on that page is used only for PTZ
in which case I think the driver should look something like this:
port "/dev/tty****" #fill this in with your camera's address
Please let me know if you get the camera function to work, I've not actually
had any success yet =/

Good catch; the source file was not documented. I just added basic
documentation to it, and the website will be updated eventually.
For now, here's example usage of the appropriate driver:
