#36 Option hyrarchie

Currently the flowwing possibilities exist for setting
options.

commandline
Mconf
pconfig.src
commandfile

We would like to see the the hirarchi for these settings
being as above instead of the current cummulative and
last porcesses setting rules. (Which results in the
inverse order.)
