Randmax uses overtaxing (if desired), like:
happytarget is 70
tax is set so that happiness will become say 66
The turn after that, happiness increases (without tax)
to 70.

So how about the following options for stats?

- safetax: always tax so that the happytarget will be
reached.
- growthtax: let the population get happier until their
happiness would exceed 100, then tax them toward the
happytarget (like now).
- overtax, probably only as an extra option to
growthtax (though it could be used with safetax as
well): set the tax so that in two turns the happiness
will be at the happytarget again. Happytarget should
then usually be 70, so that growth can take place. When
happytarget is set below 70 (like 40 for future Borg),
overtax should just aim at that happytarget.
