After installing on several Windows XP machines, the
log file is created with a size of 0 bytes. Nothing is ever
written to the log file, even though the service is
started. Tests confirm that the program is working
except for the logging. Good product.
Find a pre service pack 1 version of the file iphlpapi.dll - size:
76 KB, date: 8/23/2001. Copy it to C:\windows\system32
\dllcache. Rename iphlpapi.dll in the windows\system32
directory iphlpapi.bak. Copy the pre-sp1 version to
windows\system32. Reboot. A warning message will insist on
replacing the offending system file. Dismiss the message.
Logging will now work. Interim patches have a sp2 version
of the same file. It breaks logging as well. Return to step 1...

Can you confirm that the problem exists only on Windows XP SP1 machines?
It seems that there is a bug with SP1:

Confirmed: Logging is broken by Service Pack 1. With fresh
install of XP, logging works. (same behavior with some
firewall products)
That's what you get for updating!
