[pircd-dev] pircd maintenance

Ahoy.

Seems like quite a bit of cruft has built up on pircd's sf.net bug/patch
pages, and I think I'm going to go through it all in the next couple of
days, as well as fixing a weird bug that seems to occur with irssi.

I'd like it if anyone who authored any of the bugs or patches on that
page could send out an email saying whether it's still relevent, and so
on.  A number of the listed things seem to be on crack.
