#17 kick messages that begin with a colon get mangled
KICK #channel foo ::wee
results in a kick message of "wee" being displayed.
KICK #channel foo :::wee
results in a kick message of ":wee" being displayed.
The results appear unaffected by writing a longer kick
message, for instance ":wee goats" comes out as "wee
goats".
Somewhere, an extra : needs to be added, it would appear.
