#2 Configurable AutoUpdate Script

Modular auto-rebuild script to be packaged for users
running pirate!. It should be configurable and allow
the user to specify the timeline from which to
auto-install and download new core versions of pirate
(and also of Ships in the Harbor)

(i.e.,
"Auto-download and Rebuild World Planetary Entry",
"Manual Environment Processing",
"Watch the developers very closely" (follow the CURRENT
branch explicitly ),
"Make sure the developers don't break my shit." (If
it's the afternoon, auto-download and test until midnight))

I would like this system to be available for as many
different platforms as possible, perl running as a cron
for unix, batch script running with windows services
for the crazy Server2003 nuts, etc.
