No, that's not necessary. You just ship Pipmak along with your project.
There's no distinction between the authoring environment and the runtime
engine with Pipmak.
I agree it's currently a bit of a mess on Windows with all the DLLs and
the Pipmak Resources file - I hope to eventually get this down to one
file to have the same monolithic user experience as on Mac OS X. (Then
there will obviously be a utility to combine Pipmak and your project
into that single file.)
