#3 A resonable delay is needed when restarting programs

When the piper should start ssh tunnel to a machine
which is not currently online, the ssh returns almost
emidiately and piper restarts it with no delay causing
high CPU usage.

A better solution would be like this:

- try to start program
- if this fails, wait 10 seconds and retry
- if 3 attempt are failed, wait for another 5 minutes

And a better solution is to make values of "10 seconds"
and "5 minutes" configurable.
