[Pipeline130-developers] Requirements doc

Does someone want to take the information on the requirements wiki page and
convert it to a word/latex/ doc etc?  We can then have a final revision
(send it around) and then we can convert it to pdf (unless already in that
form) for upload in the AM?

Please respond if you want to take the lead on this.  This is a good time to
catch up for those who haven't contributed.
