#288 15.3 Reconnect: play development card is allowed too often

Found while testing development card handling:

• I've played a year-of-plenty card before the turn
• Disconnect
• Reconnect
• Play a soldier card

Good: The server rejects the soldier card
Bad: The GUI allows this card to be played
