#88 torrents become active when they shouldn't

I have five completed torrents up for seeding, and
three open as active (that are downloading). However,
now have to have the rest of my torrents on stop
instead of queue otherwise, they start running.

This has happened a few times since I downloaded the
new version, and I don't like it. I have to keep
checking on it to make sure that I don't have more
torrents being "active" than I want. How do I stop
this from happening?
