When a torrent can't connect or can't download, ABC
reduces the priority, but I have noticed recently
that a torrent that had not been connectng, but is
now green-to-go and downloading well, will still have
it's priority reduced.
For example, a large file, which takes several days
to complete because there are few seeders/leechers,
may have different times of the day when noone is on-
line and therefore it cannot connect. The priority
gets reduced. OK fine. That's normal. Later when
people are on-line again, and everything is
downloading again, I bump the priority back up, only
to have ABC reduce it again incrementally, even
though it is connected, and is downloading.
