Always nice to find somebody else interested in the bagpipes.
Maybe I'm just being stupid, but the file you posted here isn't a csv (comma
separated value) file.
Instead, it seems to be separated by semicolons. If this is the case, I
suggest you open this "CSV" file up in notepad or your favorite text editor,
and do a seek & destroy operation with all semicolons to be replaced with
commas.
Then, when you save the modified contents, name the file toonbook.csv or
something like that. Try and open it up in Excel or some other csv supported
spreadsheet program first, then try and run csv2pdb.
