If you refer to the csv2pdb from palm-db-tools (the only one I know
about), then it creates only pilot-db pdb files, and puts there the
creatorid of pilot-db. If you are looking for more general tools for
pdb files, you can look at par (as well as more common things like
pilot-link etc.).
