[pilot-db-list] language file

Hi,

I'll try to translate 'lang/.rcp' to Japanese, beacause I found 'ja.rcp' file
is broken. And also 'README' to 'README.ja'.

Before my start of translation, I have a question.
I got the 'lang/sample.rcp' version 1.15 from CVS tree, is this valid?
