I looked others palm software distributions, they have more than one page on PalmGear: one for english, one for french.... it could be a solution for the problem of version's number.

Some body are interested by the building of packages and the distribution? The job consists to do packages not too big for the download with prc file and doc file, verify the *.zip files consistence,  upload the servers (PalmGear, Tucows, Handango, Palm Boulevard), do the advertising on this websites, and on others websites. Now, there are only the *.prc file but it could have an installation of the palm-db-tool or others futures tools. I think the person who accept to do that can do a lot of thing to do an interesting solution.
