First you should have the documentation of PalmOS http://www.palmos.com/dev (sorry the site is out now and i can't find the exact URL) and the db-0_3_2.tar.gz file where you will find the file docs/format.txt. No, you don't need to have db-en.prc to create a .pdb file in db-0.3.x format. db-tools creates .pdb file in this format. I'm very interested by your work.
