[pilot-db-list] New version of master doc

Hi,

To show I'm still alive, I updated db_docs to include the latest
building.txt and format.txt. I patched in the en.rcp file as a first cut
at a usage section. I've also committed an HTMLized version to CVS - it's
not pretty, but it will suffice until I'm really finished. (If you have to
play with it, at least you won't have to convert everything by hand.)

As I've mentioned to several of you now, I will continue working the docs
for the next few days in LyX/LaTeX. When I'm satisfied I've got a
reasonably complete document (all the sections, screenshots, etc.), I will
make a final HTML version, clean that up, and from thenceforth, the HTML
will be the official version.

Side note: it makes infinite sense to me to include the docs for the
db-tools in this document. Do others agree?
