#1 Allow option to not output <label> elements if they're empty

Currently, if a 'title' for an element is empty, the appropriate <label> for it is not output. This may cause problem when people come to style the <div> renderer output, or when people otherwise need them.

There should be a configuration option for renderers that tells them whether to output/not output the labels in the case that they are empty.
