tar.gz is not against and not for any OS. It's a
multiarchive compression, supported by many programs.

How to install smiley pack packed with tar.gz in Gaim:
    - go to Tools, Preferences, Smiley Themes
    - drag-n-drop tar.gz file on the list and select the one you
    wish to use

Gaim does automatic decompression and installation of
    simelys for you.

Using Mozilla, at least, it isn't required to "Download" the
files to a separate location of your hard drive at all. You
just drag and drop the "Download" link into the
    Tools>Preferences>Interface>Conversations>Smiley Themes
list, and there, you have it, automatically installed.
