From discussion with kingant, schedule_blist_save should really be exposed. We can then use this to save privacy state in a nice way. Additionally, GAIM_PRIVACY_NONE = 0 is introduced because, well, sometimes perm_deny seems to = 0.

I didn't accept the change to privacy.h becuase I don't
think we should have a GAIM_PRIVACY_NONE.
