[Gaim-i18n] po files

I'm mostly asking out of curiosity, but is there any reason why all of
gaim's po files aren't in UTF-8?  The list for these include:
tr.po, nb.po, th.po, en_GB.po, it.po and pl.po.

pofiles should be in the encoding most "comfortable" for the
translator.  The fact that intltool warns when pofiles are *not* in
UTF-8 is an error in intltool.

As long as the encoding is properly specified in hte .po file, it'll be
converted appropriately and everything Just Works.

I *think* this was fixed (i.e. the warning was removed), but I could be
wrong.
