The 'enable'ness of an account is determined by the setting named
'auto-login' for an account. It's a ui-setting, ie. it can have different
values for different ui's. When libgaim is initialized, it loads the
accounts and its settings. So an account is 'enabled' (or not) right when
it's loaded from accounts.xml. Then it's 'activated' by either
gaim_accounts_restore_current_statuses or gaim_savedstatus_activate (and
only if it is 'enabled').
