Summary: [oldstatus] filectl plugin fix for win32 & set status back

Initial Comment:
Update the filectl plugin in oldstatus:
- use gaim_user_dir() so it works on win32 (looks to be
fixed in head)
- enable setting yourself back

I plan on using this to set my status to away/back when
I launch a game from a game browser.
