Initial Comment:
I was hoping to figure out what was keeping 
G_MODULE_BIND_LOCAL from working with the perl 
plugin. When the G_MODULE_BIND_LOCAL changed 
was committed, the comment wasn't updated. I realize that 
changing comments without changing code is in general a 
bad idea, but this shouldn't be marked with a TODO 
comment when it's already done.
