This is nothing to do with the notification plugin. You have 'Raise
windows on events' enabled, in the IM Window section of Preferences.

This option does exactly this - makes the tray icon flash until you
click it, when it displays your messages. If you don't like this
behaviour, turn it off. It is off by default.

This is inconsistent with all other context menus and menu-bars and
would not allow you to click, drag to the option you desire, and
release. In other words, no.
