The applet is dead, replaced with a docklet.  Docklets are a *much*
better conceptual concept, as they will operate with both Gnome2 and
KDE, and hopefully in the future any new up-and-coming desktops.

The docklet is a plugin, rather than a part of gaim core.  It is in
CVS with gaim.  You will need either gnome2 cvs or a patched KDE, see
the FAQ for details.
