[Gaim-devel] Proposal to move gaim <-> prpl communications entirely to utf8

Here's a quick proposal and justification to move gaim's core<->prpl
communication to UTF-8 ... really it's more of a proposal to move
everything to UTF-8 except the UI (which will become UTF-8 by default
with gtk2/pango working properly).  Anyway, the text lives at:
