I have no clue who that is or how they are building gaim.  They may
have disabled internationalization, or not included the message files.

Gaim follows the language selected during installation for win32
installs, unless overridden by the GAIMLANG environment variable.  On
unix installs, gaim uses english, else the $LANG variable.

I do not know how to set environment variables on windows.

I'd suggest building gaim yourself for this purpose.
