Gtk "stock" buttons and menu items have their translations in Gtk+ domain "gtk20", so the user should probably install appropriate Gtk+ translation. If it was a GNU/Linux system, I'd recommend using strace to see where is Gtk+ actually looking for translation (if not in default path), but I don't know how'd I go about doing it on Windows.
