I was wondering if anyone has run into this or could help out. In the past I've been able to set keyboard shortcuts by hovering over a menu and hitting the key I want to bind a shortcut to. For some reason it doesn't seem to be working anymore. Is this a known issue with Beta 4 ????

The mechanism which lets you do that is entirely a gtk mechanism, did you possibly upgrade versions of gtk+ or gnome recently? I know Gnome has had a tendency to switch the default for that setting at random times. The example gtkrc file linked from the FAQ has the necessary gtkrc setting to turn this on, but if you are using Gnome you probably need to find it somewhere in their menus.

I did upgrade to the version packaged with the gaim beta 4 installer. Btw this is on a windows machine. What would I look for in gtkrc to enable this feature?

Just look at the example gtkrc file that is linked from the faq and search for keybinding or binding or something like that, you'll find it.
