It can't possibly. Why? Because there is no executable file.
I was presented with two separate files on the download screen (after hunting for it) and got them both. The .exe was an installer, but did not include any file that I can click on to actually run the program. The other file I got does not run at all (It instead tells me that Windows can't open it, and asks me to specify a program that can).
I am, of course, using Windows, and I have downloaded GAIM+ for Windows.
Has anyone else encountered this problem?

I got a link from a friend, and the page listed about 2398742394723947 files, so I searched for a "download" link, thinking that would get all the required files. I instead found a pull-down menu for downloads that got me to another page, where there were two files.
I downloaded them both, ran the first one, and found that the second one could not be run at all.
I am still missing any sort of executable file to run GAIM.

blessedwrath: GAIM (the Windows setup version), by default, should set up a shortcut on the Desktop and a Gaim folder at the top level of the Start menu. Do you have either of those?
However: which version of Windows do you have, and which version of Gaim did you download? If you're running Win9X/ME, you'll need to be running an earlier version of GTK+ (2.6.10, other than the one the newer Gaim builds install) and version 1.5.0 -may- have problems with MSN without being patched. Those won't have any bearing on the problem at this point, though. :)

I probably should point to http://sourceforge.net/project/showfiles.php?group_id=235&package_id=253&release_id=462444 (blessedwrath: the file you'd want from there would either be gaim-2.0.0beta5.exe or perhaps gaim-2.0.0beta5-no-gtk.exe, if you wanted to try them.), unless someone needs the earlier version of GTK+.

The friend that originally pointed me to GAIM sent me a proper download link, which promptly did what it was supposed to.
I still have no idea at all why the other one didn't work, but I don't have to care now. ^_^
GAIM works beautifully.
