Right now (06/14 19:46 EST) oscar signins get up to "Connection established, cookie..." and then fail after 10 or 15 seconds. Is this known to be a problem on AOL's end?

Yes, this is a problem with libfaim, and other projects that use libfaim are experiencing it too. I don't want to guess at the cause of it because as far as I know AOL honestly upgraded something and it happened to break something that wasn't supposed to work anyway. Regardless of what the cause is, Adam of libfaim is working on it and hopefully it'll be fixed soon. In the mean time, TOC is still working fine. (Ah, the joys of being multiprotocol.)

Is it possible to some how compile gaim with support for both protocols so I could chose between the 2 on the fly? TOC seems have been going down a lot lately and it would be nice to switch between the 2 without recompiling gaim.

Yeah, this is already in CVS. It's a nice toggle in the preferences dialog. You don't even have to restart gaim to switch between protocols now.
