#12 Error check to help work alongside other plugins

When calling all functions that connected to the signal
"sending-im-msg", Gaim does not check argument values
until all have completed. As a result, if one plugin
sets *message to NULL, then that change will get
propagated to the next function/plugin (even though
Gaim will stop sending the IM once *message is set to
NULL).

This patch adds an error check + debug message to
GE_send_msg to make sure message and *message are both
not NULL before proceeding. It should resolve issues
with other plugins, including my own (AutoProfile:
hkn.eecs.berkeley.edu/~casey/autoprofile/) that set
*message to NULL at some point.
