I haven't been keeping up-to-date on Gaim CVS, but my impression is that most development now is in the 2.0 branch. I'm guessing that this is corresponds to the current CVS head, but I'm not sure. The 1.0 branch has had a fairly stable API, so I've just been building against the 1.x releases as they come out. A tag of v1_1_0 is presumably the same as the 1.1.0 release (found using http://cvs.sourceforge.net/viewcvs.py/gaim/gaim/ ).
