Is it possible to encrypt offline messages if the key
of the user is known? I would also help if I have
spoken with a user encrypted and after he goes offline
the encryption isn't disabled. So every message I send
can't be received through him until I put the
encryption off.
Technically it is no problem but I think that there
have to be a reason that it isn't implemented until now.

This isn't feasible, given the protocol and security model
of Gaim-Encryption. The two sides must negotiate, in order
to verify that they have the right keys, but also to verify
that the messages aren't replays of earlier IMs.
