#9 Ensure email addresses are unique

Since these can be used to login to the site, they must
be unique.

This needs to be uniqued in the database table
(person). Also, when a new user is created, this needs
to be tested for uniqueness.

Also, if the person is already on the system but not in
any groups with you what happens?
