There is a side program for Phoenix called LangKit which is a translation editor. There are two versions of it, the original by Michael Haller, and an update by Marek Jedlinski.
According to its notes, you run it when Phoenix is running, click on something in Phoenix to be translated, and enter the translation text into LangKit. I haven't run this program at all or even compiled it, I've just skimmed through the source a few times. If you're still interested in doing this, let me know and I'll see what shape it's in.
To be honest, I have not kept up with the language system very much. I have added a number of controls that will need translations in all other languages. If I hear more about this, I will get things updated in this area.
