Paul, I've fallen off the list a bit as I had a deadline to meet so I ran with a off-shoot of Phrame. Regarding your specific question, I do believe Jason has modified the code to only load the actions needed to process the current request. I would give Phrame a try, particularly if you are interested in a Struts-style MVC implementation.
