I have not yet looked at the code, but I belive it is just the way to take an XML configuration file (for mappings, etc.) and transforming it into an array usable by the Phramework. I would like to keep this particular code (loading configurations) abstract enough in Phrame that you could choose to get your configuration and mappings from any source you choose: PHP script arrays, retrieved from a database or the XML configuration file. Phrame might "officially" support the XML version, but it would be nice to allow a developer to easily switch out to their configuration strategy of choice.
