[phpxmlrpc-devel] patch: error with fault code=0 recognize

last patch(included in cvs tree) i have send works well on php 4.0.6, 
but on other machine (with php 4.1.x) doesn't. seems to be difference in 
results of isset function. so i made next patch which solves this 
problem. this works on both versions i have. i think it can be safely 
included into cvs
