It used to be in PEAR (although it was added without communicating with
us at all, and when I tried communicating with the PEAR folk I didn't
have a good experience.)

If it has been removed since then, it is probably because of the C
extension for XML-RPC in PHP4 and folk thinking there's no need for
duplicates.
