#7 Scrolling ticker for announcements

Would it be possible to develop a horizontally
scrolling ticker for new announcements. Something like
a news ticker which could be shown on the mainpage
rather than having each of the annoucements shown. This
would be a lot cleaner.

Perhaps announcements which are uncategorized (new) or
from a "new" category could form part of the scrollbar.
Once aannouncements are either categorized or moved to
a different category rather than "new" they would cease
to be included in the scrollbar.
