But I cannot seem to upload sizes of documents larger than 245 K ? I made the settings ? (I Think) to 2.8 Meg .. but no changes.. Can someone Direct me the proper location and where to mod this so I can upload larger sizes.. Also different Types.. like all ??

I am having the same issue. I am trying to upload an excel file and it tells me that it is to large. Where can I change the setting for file size?

It is either in the config file for the file manager module or perhaps your php.ini has also set a limit. Check there as well.
