That's because this plug-in has not been ported to work with phpWebSite 0.9.x yet. There were plans to port the plug-in, but they have not happened and it doesn't look like they will.

Sorry, I noticed that much later on (Mmaybe the Mrs is right, I don't pay enough attention). It seems a shame it won't be ported to 0.9x as Photalbum module doesn't seem as versatile.
