phpwsBB 0.7.0 Released

ACHTUNG! phpwsBB will only be supported in phpWebSite 0.9.3-2 or later. phpWS 0.9.3-1 has many bugs that have been fixed in 0.9.3-2, and I'm not going to hunt down and fix any more bugs in old core when there is a better version out there anyway. Note that you will need my fixed Database.php for 0.9.3-2:

This release includes a number of new features, including database indexes for improved performance, a reporting tool for abuse, linking up with the Notes module to send private messages to users, and the ability to associate forums with FatCat categories.
